When Exchange is off-box in a Voice Mail only deployment is the Exchange component fully supported by TAC?

I'm looking at the Systems Requirment doc, here:

In a Voice Mail only deployment, for new installs, only Exchange 2000 is supported. For upgrades from 3.x and earlier, Exchange 2000 and Exchange 5.5 are supported.
