You cannot do it from PCA, you would need to configure call routing rules to do that so they don't get to your VM first.
The call transfer you see is exactly that, someone (either dialing from an AA or automatically from a call handler) needs to transfer to your subscriber so they work, or you can configure the after-greeting action to send them to the other subscriber.
