FXO as direct line

Hi all.

In CME, i have read the following

"Because FXO lines behave as private lines, users do not have to dial a prefix, such as 9 or 8, to reach an outside line"

this is taken from this link

How can i configure FXO to work as a direct line from CUCM ? any directions pls ? following is the simply topology

7940 ------------------- CUCM (7/8) -------H323------------------GW(2811)FXO-----------------Telco

How can i make button 1 of 7940 appear to be a direct line to user.

Kindly guide me

You are always helpful, actually i was asking for CUCM not CME, is there any way to do the same with CUCM ?
