I am getting an error "Service Unavailable" when I try to launch SAWeb from the taskbar or directly on our Unity 4.2(1)es164 servers. I have tried restarting IIS Admin, W2Svc and Tomcat Services, Any ideas?

when you tried IIS admin did www restart?
If not try that one.
If that does not work can you reboot?
