SMPP stands for Short Message Peer-to-Peer Protocol. In simple words,it is used to send SMS from SMS centers to mobile phones.
When you configure Unity Connection for SMS notification, you are instructing Unity Connection to notify a PSTN mobile number through SMS. Unity Connection cannot achieve this without an SMPP provider.
With an SMPP provider configured, Unity will send a notification text along with the target mobile number to SMPP provider which will inturn send it over to the destination mobile number in the form of SMS.
Long story short, you need to avail SMPP providers service to be able to have SMS notification working from your Cisco PCA. As far as I know, it is extremely difficult to find a SMPP provider who will do it for free.
