the above error is shown when we hit the directory button in the ip phone. The IIS service in the callmanager 4.1(3) keeps on changing its status. Is there any solution that can be done other than rebuilding the OS.

Rebuilding OS sounds really too far, lets start at square 1.
DCD or AD?
Are you able to browse from ccm admin | users ?
If you enter the Directories URL in server itself using IE what u get?
have u check any error in Event viewer?
If AD integrated can u browse user in ccm admin ?
what change?
Please find the response of this questions at first and open a TAC case with us for further analysis.

yes we are able to browse from ccm admin and user.
the screen shots of url and event viewer are attached.
AD is not integrated and the Callmanager is a stand alone server.
Some times the IIS works fine and the global directory can be viewed . After 1 hr the service goes down and the error is showing in the ip phone.
