Could i configure on ISR4321 IVR or Auto Attendant without CUE only on it's IOS?

CUE would be the way to go. CUE licensing is very cost effective and the modules can be hardware or even run inside a KVM container.

That’s a very specific hunt group feature that I have also setup for my customers
But if you want a full blown AA then CUE is the best option

I just want that all incoming call listen welcome Arabic voice message and after they press 0 , they will go to specific extension ,
so this Document will help me to do this ?
also could i put this Arabic voice message in router's flash?
