Jabber - 11.5.1
Expressways - X8.6.1
When a Jabber client connects internal to the network the jabber-config.xml is downloaded and applied properly.
When the first connection occurs outside the network the jabber-config.xml is not downloaded by the client. Leading to no profile pictures, seeing disabled user accounts in directory search, ect.
Also, clients external to MRA are unable to send files to internal clients. Not sure if the two are related or if XMPP can't do file transfers.

We have this problem as well.

This is still an issue with the expressways.
The only solution is to have the user connect to VPN first or be on-site for their initial connection.
Once the jabber-config.xml is applied they can connect without VPN and retain any configuration that was applied.

I am not sure, why you are running into this issues. It may be pertaining to your environment.
But for photo retrieval over MRA only UDS method is supported, hence you need to host all the photos on a web server. File transfer over MRA is only supported via MFT.
Directory search will work with UDS directory (CUCM) when connecting over MRA.

Thanks for your answer.
We have all the users locally on the CUCM server.
Do we have to configure now "UDS"?
I've configured now "BDI" and it works well but only interally.
From external it doesn't resolve the Names properly and you can't browse the directory.
