When you have both a device and a line CSS, the resulting CSS is a combination of the 2. If there is a duplicate partition between the 2 CSSs, the line CSS takes precedence. So, in both of these cases, you would be able to make an international call unless in the case where the line has a long distance CSS, that CSS contains a partition which is assigned to a route pattern that explicitly blocks international calls.
