Outbound calls through MGCP FXO failing

Hi,

I am facing an issue while configuring MGCP gateway. I am trying to make an outbound call from IP phone through FXO port. I'm getting busy tone on dialing a number.  Please find the below gateway logs.

Is inbound call working?  Is the POTS line Ground or Loop start? Have you tried both?

Can you post "debug vpm signal"?

I have configured the FXO port type as ground start and only for outgoing.

    Is there any solution for that issue as i have the same problem with fxo ports with mgcp , incoming calls working fine but i am get busy call with outgoing .
