Hello,
I am not sure if this is a Microsoft or a Cisco issue. I did see posts about this on Microsoft, so I will give Cisco a try.
I have a department that would like to move voicemail emails from an extension to another emails inbox. The person has access to the other inbox as it is her department's email. I also tried a multiple rules in Outlook and Outlook via browser. Some of the rules I created are below.
Apply this rule after the message arrives
sent to user@ucon01.domain.edu > move it to the Test-voicemails folder
with ucon01.domain.edu in the recipient's address > move it to the Test-voicemails folder
from Cisco Unity Connection Messaging System > move it to the Test-voicemails
Again, I don't think this is a Cisco issue, but any feedback would be appreciated.

The issue works on a desktop now. There may be a disconnect between desktop and remote work environment.
