personal communicator

We have installed personal communication but two users can not make phone calls or long distance, I check the settings in CallManager, I don't see any problem.

Are you in softphone or deskphone mode when using CUPC (Cisco Unified Personal Communicator)?  Do you get a busy tone when trying to make a call?  If so check the Calling Search Space of the deskphone and of the UPC device in call manager.
