Is it possible to play a message to a caller before the call is answered? I am not talking playing a message when you are in a queue, i mean when you call a service you always get a message. I don't have Unity or IPCC. Just CUCM 6.1

Not with just CUCM, you need Unity, CUC or UCCX/UCCE.
CUCM is just a call control agent and has no place to record or configure this behavior.

You could also use a TCL script on the gateway before routing it to CUCM, but I wouldn't recommend it.
