CUCM version 11. Added product instance to Prime License Manager, but "Test Connection" fails with "Unknown Error".
This used to work until 1/8/2016. Installed licenses valid for another 3 months.
Have tried: license client reset registration
Also tried: license management reset user password
Also regenerated ipsec license based on some advice found in Support Community.

Can you try restarting the following service on cucm under Tools > Control Center > Network services and try again

I didn't retstart that , but I did reboot the whole CUCM several times. Also checked that NTP was running (based on a posting about a PLM problem).
Thought it might be bug CSCur95552, but that didn't work.
Also looked at logs in RTMT. The logs just said unknown error.
