Does anyone know if it is possible to publish a URL for a publically accessible corporate directory, so names and numbers can be looked up from a web browser? Is there anything that's built into CUCM that could handle this?

If by public you mean anonymous without authentication, then no. The /ccmuser web interface will show the corporate directory if enabled in Enterprise Parameters; however, the user must authenticate. The webpages that the phone navigates are unauthenticated; however, they are in XML which is not readible to any normal user. Also, you would need to send a search query to even get an XML response. If you really want to chase this just run a packet capture of a phone navigating the directory and you'll see the HTTP traffic with the URLs.

it should be definitely handled by an external app.
I can recomend the solution from 2Ring: http://www.2ring.com/NewJuice
Its Directories module is really powerfull and can be filled with multiple IS like LDAP, Exchange, CUCM, etc.
There is also possible to ask for FREE or TRIAL license so it may meet your needs.
