Reply to All feature not working

Using Unity 4.0(3) with Exchange 2000, with the standard conversation - according to the Quick Reference Card, a subscriber should be able to "Reply to All" by pressing 4, then 2. However, this option never presents itself after listening to a group message. Are we missing something?

The option is not voiced in the menu - if you press 0 for help I believe it's listed in there but it's not voiced in the top level menu. If you hit 42 in the after message menu, however, it will do a reply all as opposed to a reply.
