Router and Call manger for small deployment

I have 15 employees in a small branch, and I was planning to use a C8200 with DNA-A as a router and call manager for 15x 7821 IP phones.

I was wondering what the exact requirements are (mandatory and optional) for internal and external use.

If I need to use Jabber (internally and externally), what do I need? (SIP trunks and CUBE licenses, etc.)

I was also planning to buy a router with a switch. For the router, what modules should I purchase?

For Flex licenses, what do I need exactly?

You need to reach out to a local partner with UC specializations to discuss what would be the best fit for your needs and your usage requirements. They'll ask you a lot of questions to determine what you need and what's the best fit from the portfolio.

CUCM for just 15 phones seems like overkill.

In addition to what @Jaime Valencia mentioned, for this number of users, I would recommend considering cloud UC services such as Webex. Cloud UC solutions offer several advantages, including scalability, cost savings, and ease of deployment.
