SAML SSO shows enabled after being disabled on GUI

has any one seen this on 12.5 version cucm, no matter how many times i try to disable SSO it shows enabled on GUI. CLI reports as disabled and when i reset my webex unified app , it returns me back to LDAP authentication, but my webex VDI app still seeing as SSO enabled

even jabber on VDI seems like is trying SSO, jabber works on non-VDI

on any of the nodes?
