Unity 4.0(5) on Windows 2003 non-SP1

I used the Unity Advanced Settings Tool to change the 'Administration - Set Maximum Number of Rings to Wait for TRAP Calls' from the default of 4 rings to 3.
Now, when VMO calls the phone and you don't pick it up, it will ring 3 times, hang up, then ring again 3 times before it says 'The specified phone does not answer'. Is this normal operation for it to call two times before it gives up?
