I am install CUCM 7.1.5 and try to activate Cisco CallManager and CTIManager Services but it shows "Update Failed for the Service(s): Operation not supported" Could you please suggest me to figure it out.

A few things. Firstly for what reason are you installing version 7 of CM? This has been end of life l, actually end of everything, for a number of years. Secondly do you have any licenses installed on your CM? Without it you will not be able start these services.

From what I recall, back in 7.x you required node licenses, each node license would allow you to start CUCM services in one server in your cluster, do you have node licenses?
That on top of the DLUs for device configuration.
If you don't have licenses, then you won't able to start the services.
