Unable to change "Phone Password for New Subscribers" setting

I am attempting to change the "Phone Password for New Subscribers" setting in the subscriber template on a new Unity 4.04 installation. The customer that I am performing the install for wants to change from what was chosen during the installation process.

I can access the setting, make the change and perform an update, but as soon as I refresh the page the original password is restored.

Any help is appreciated...
