Q1 - How does one control the length of time between the time you queue a report and when it executes?
Q2 - Can I use an import tool to add distribution lists?

The Unity report engine queues up the report immediately in the current system. One report runs at a time in the background at very low priority so if you fire up a bunch of reports it may take a while for the last one to work through the system. You can get an email sent to you when the report is complete if you like. But there's no way to set a report up to run at a later time or on a schedule at this point.
You can check out the Public Distribution List Builder tool here:

it's not like CUBI but it lets you add users to existing or new DLs in bulk. If that's not what you were looking for, let me know.

Jeff et al,
Do you have insight into best ways to schedule a report/query these days for Unity 4.0.5? I realize the SA still doesn't allow scheduling of canned reports, but I'm wondering what resources are available to help massage CUDLE or SQL queries into doing what we need (a subset of the fields from the Subscriber Message Activity report for last 24 hrs for a single subscriber, scheduled nightly).
At this point it seems like our best bet is exploring SQL with CUDLE to find where things live and then scheduing nightly SQL queries. Am I missing anything? Have other people gone down this road and come up with better suggestions?
Regards,
Cameron
