Hi Karen,
For Unity Connection no such license is needed , the licenses required on Unity Connection 10.x are the following
http://www.cisco.com/c/en/us/td/docs/voice_ip_comm/connection/10x/administration/guide/10xcucsagx/10xcucsag310.html
"In a Unity Connection (high availability) environment, only the publisher server needs to be configured and connected with the ELM to obtain the license status and for the license enforcement."
With CER as well the same logic should apply but i didn't get a supporting doc.

Adding to Manish, a separate server license is required for each server. Refer below:
Server Licenses:
Order server software to obtain server licenses for each server, primary and secondary, in an Emergency Responder group. You can order two copies of server software together to obtain a single server license for the server group with a node count of two. You can add a secondary server to an existing Emergency Responder group by ordering an additional copy of Emergency Responder software separately.
You cannot share a server license between the Publisher server and the Subscriber server. You must order a separate copy of the Emergency Responder software to add a secondary server to an existing Emergency Responder group.
