Is there a way to prevent MoH from being played when Unity Connection transfers a caller from a mailbox to CallManager (7.x) but still allow MoH to be played when a phone user places a caller on hold or transfers a call to another extension?

Remove the MOH server from the device pool MRGL to which the VM ports belong.
You might need to create a new MRGL (with no MOH) and device pool for this.
