Unity Connection 8.6.1.20000-109 - Attempt Sign In issue - Only on New accts to HA server

We just upgraded from Unity Connection 8.5 to 8.6.1.20000-109.  We are having an issue only on newly created subscriber accounts, accounts existing prior to the upgrade work fine:

I have SIP trunks from CUCM to both my primary and a secondary Unity Conenction servers.  In CUCM we have a circular route group to load balance calls between the primary and secondary CUC servers.

Issue:

CFA/CFNA/CFB calls to the primary server are routing corectly to the subscribers mailbox.  CFA/CFNA/CFB calls to the secondary (HA) server on newly created accounts are not being sent to "Attempt Sign in".   Routing Rules on both the primary and secondary server are identical.

Accounts that were created prior to the upgrade do not experience this issue.

Correction... not "Attempt Sign in"  it is the forwarding rule for "Attempt Forward"
