We have three unity servers running 4.0.4 Sr1 with three off box exchange servers , a GC and a DC about to go in to production. All the unity servers are in same Dialing Domain. It was working okay for most part. But lately when we create a subscriber on one unity server its not showing up on other unity servers. for example when we call other unity server's pilot # and dial the newly created subscriber's extension they would say " did not recognize it as valid entry"
Understand it takes 2-15 min for sync but it doesn't happen for many hours. I tried using DoHProp tool in read-only mode to Synchronize AD and GC, it works some time and it doesnt.
When I use DohProp tool on unity where users are created I can see in event log that it finished synchronization of X number of mail boxes.
Also Lic Viewer is showing inconsistent . Any help is greatly appreciated.

Please provide more information on the topology. Are all of the servers in the same physical location? Do you have more than just a single DC/GC?

They all are in same location . We have a GC1 and GC2 as backup. Customer needed more than 200 analog ports for 8000+ users so we had to go with multiple unity servers with dialogic cards.
I have varified using GC/DC connect tool that all the unity servers are using GC1 as GC and DC.
All the unity/exchange and GC/DC servers are in same subnet and same switch in other words no ip connectivity issues.
