In the Manage Integrations app, the CCM priority list should match the CCM priority list of the device pool for the phones. This way the phones and Unity will always be using the same CallManager. If there are several different phone device pools with different CCM priority lists, refer to the one that contains the most phones.
Unity doesn't actually adhere to the priority list for the device pool that contains the VM ports, it uses the list in the Manage Integrations App.
In general, I believe the publisher should always be the last CCM server in the priority list for phones and voicemail ports.
