I am unable to access the system administrator page from any desktop uisng the web browser. i can log onto the server and access it just fine. I am running Unity 3.1(5)

There is a command line called "grantunityaccess" that you can run to allow different Windows accounts access to the SA console.
Just type the command from the commserver directory and read the help: grantunityaccess

I am not getting a Access denied error. I get Page cannot be displayed.

I posted this a couple of days ago on a different thread. It did not help that person much, but it might help you!
The crux of the idea is to try adding the Unity server to your list of trusted Intranet sites in IE at your desktop (or wherever you are trying to access Unity admin from).
At the time this helped us, we had a mixed NT and AD domain environment here, and IE got confused about what was local, and what was external.
