Hi everyone,
I currently have a situation with a Cisco IP conference Phone(cp-7937) which was ordered recently. We do not have a call manager router and we need to connect the Cisco Phone to the data link. Please advise us on how this can be done.
Though, I suggest that we should order/purchase a separate user license.
So which voice user license is appropriate from the below options?

Which is it that you do not have: Unified Communications Manager or a router?
What equipment are you using for PSTN connectivity now?
What do you mean by a 'data link'?

Well you'll need to buy either Unified Communications Manager (UCM) or Communications Manager Express (CME) for this to work. Cisco IP phones must register to a call agent and the 7937 only uses SCCP for signaling so you cannot register it with a third-party call agent.
Frankly, I'm confused why you would order this phone without the prerequisite Cisco UC infrastructure in place first.

That means that I have to purchase a call manager express license(CME) on my router for the conference phone to work.
