In the absence of any setting change problem occurred
if intercom extension call intercom extension , no answered then forward to voicemail and can send message .this is ok
but
if external call intercom extension , no answered then forward to voicemail "can send message but intercom user can't receive message"
what's problem is here ? how can fix this? thanks.

Were you able to see the msgs on the Unity Connection and pls check if the user is able to see his VM's using his web login. What is the error msg the user is receiving when they are pressing button. Al so confirm if this affects enterprise wide agents. If this persists we would suspect an routing issue.

user can login voicemail box but not have any external call message,
and
external call no answered forward to voicemail can record mesage but when send this message is received: This system is temporary unable to complete your call, goodbye
