What is the main difference between using DiRT and the DB Import/Export facility. Looking at the documentation it seems they do pretty much the same thing.

Well, not quite. DiRT is for systems running 3.1 and later, FullDB Import/Export is for exporting 2.x Unity information and importing it into a 3.x/4.x system. They don't do the same thing at all...
FullDBImport/Export is a "Brick level" backup and import tool that doesn't get all data, DiRT is a full replication tool that does get everything (including messages using ExMerge if you want).
FullDBImport/Export is for migrating from 2.x. DiRT is a disaster recovery/server migration tool for 3.1 and later (you have to restore to the same version you backed up).
So short story is the tools are actually not really related at all...
