Way to disable VM account and not disable windows account

I have a customer that wants to prevent a Unity subscriber from accepting a VM. Is there a way to set the VM account not to accept messages for this client without disabling the windows account?
(Unity 4.0.3 UM, Exchange 2000)
I've thought of removing the extension from the user profile,callers would then hear the defaut greeting.
I could enable the alternate greeting and voice a message that states this box doent accept messages and then set the action to hang up.
It would be useful to be able to check a box and disable the VM account.
Any other suggestions ?

Remove RNA and Ring Busy to voicemail on CCM or PBX. Calls won't go his vm.
If he is not going to take vm, why not removed him from Unity and save you a license for someone else?
