if you've disabled CSA from the toolbar by choosing the 'suspend' option you should be able to perform operations that normally CSA may block.
if you have CSA suspended and still cannot access your resources, then yes, disable the service manually from the windows service manager, reboot and try again as a test.
you may want to ensure you are 100% updated with the latest SRs, patches, etc. before you disable CSA so your system is as protected as possible from any system/network virus or other malicious culprits on your network while you test without CSA running.
from the sounds of your symptoms, it does not sound like a CSA blocked issue, although i've had different behaviors from CSA under different circumstances, so it still may be.
