Generally speaking no. A UCS blade chassis can only be connected to one UCS domain at a time.
If the second/new UCS domain is already stood up, then you would typically decommission a chassis on the old UCS domain and then move cabling and then discover the old chassis in the new UCS domain. Any configuration like UCS Service Profiles would need to be recreated.
If the second/new UCS domain is NOT already stood up, then you are upgrading UCS Fabric Interconnects (ex: from 6200 to 6400), then there is a FI migration guide:
https://www.cisco.com/c/en/us/td/docs/unified_computing/ucs/ucs-manager/GUI-User-Guides/Fabric-Interconnect-Migration/4-1/b_migrating_from_6200_to_6400_4_1/b_Migrating_from_6200_to_6400_4_1_chapter_011.html
* NOTE: This migration process has LOTS of gotchas like port-channel chassis uplink required, please read all before moving forward.
