UCS SERIE C POWER ON/OFF

If the UCS Serie C server has the power cords unplugged, are we still able to access it thru the CIMC tool using as well POE (Power over Ethernet)?

The CIMC does require at least one of the PSUs to have power run to it for functionality, even if overall server is powered off.  There is no POE functionality.
