I can successfully use the People API to create or update users as an organization administrator. However, when using a Partner administrator account (with full access permissions) and including the OrgId parameter, I receive a [403] Forbidden - Fail...

Thank you for your response. I am indeed using that method to obtain the organization ID, and my APIs work correctly without modifying the personal avatar.
