Just confirming what Mohammed posted. Call TAC, reference even this support forum if needed, (i did). They will work with you to get you an engineering special *firmware* to fix the issue. Client uploaded this and it fixed the issue.

You can just reboot the publisher in this case, although, as noted above, you would have to reboot twice. Once to make the change to a different timzeone, and see if it works. Then another to change it back to the proper timezone. The change should...
