Late update, this issue ended up being related to ISIS running on an SVI interface on that particular IOSXE release, the bug report that was shared with me by TAC was not publicly accessible I do not believe. That said, I have been running on 17.15....
I'll also add that if you try to move and re-deploy an AP CatCtr process is a giant PIA especially when AP had been on another WLC and it needs to move to a new one, deleting device doesn't work unless the AP is offline which CatCtr seems to see righ...
