Putting the device in meraki mode and switching it to site survey using the local splash page I was able to get the AP to advertise on all three bands.
Here is the steps I followed in more detailed. Sorry for not highlighting this earlier. I first added the cloud ID to my meraki dashboard and added it to a UK network and downloaded the regulatory activation.
