I just figured this out, first connect to it with this,Reset the cicm password ucse subslot 2/0 imc password-resethw-module subslot slot/subslot session imcadmin:passwordscope cimcfactory-default
The issue persists after doing that and after reloading the router. It started happening after a permanent 10g license was installed, the port was behaving as expected before when an RTU license was on the device.
