No cable is connected, but interface status is up

Hi I have a Cisco ASR router with tengig interfaces.

Those tengig interfaces always remain up/up even though no cable is plugged and the switch on the other side shutdown the interface.

 

Is this a normal behavior of ASR?

How can I make the interface change its status when a cable is unplugged?

Was there ever a solution to this? I have a router exhibiting similar behaviour 

Bounce the port.

The issue persists after doing that and after reloading the router. 

It started happening after a permanent 10g license was installed, the port was behaving as expected before when an RTU license was on the device.
