The issue is likely that IKE is not coming up. I had the same issue because I was using AES-128/SHA and when I switched it to 3DES/SHA, the problem went away.
I had a similar issue where devices were seen on one side but not on the other. Synchonizing the time on the CW server and the devices fixed the issue. You might want to try that.
