So the CIMC is the integrated manager. All C series UCS servers have it built it. Therefore you can have a CIMC without having a UCS manager GUI setup. On the Server Manager page when you log into the CIMC, what is the product name?
Can you provide what the actual upload and download speeds are your seeing? Also to clarify your trying to SFTP to something behind the ASA not the ASA itself right?
You can try to look on some of the larger reseller websites such as CDW, but unfortunately I don't have any idea on the cost. It can vary based on the feature set and the level of support your looking for.
What version are you running? You should be good to go without an additional license. We now license the users not the servers. So you can stand up additional CUCM nodes without any additional licensing.
