Could you provide a screenshot of what you are trying to accomplish? Also, I think a quicker way to get a resolution to this issue would be to open a case and call Cisco Meraki support.

Did you claim the device to your dashboard?You need to do so by going to Organization > Inventory > Claim and enter the serial number of both devices.Once that is done, add them to the networks you want.
