access-list 100 permit ip any anyAssuming you are trying to block SSH to that IP, you need to make 223.0.1.3 the destination and not the source in the ACL.
Ok, looks like your Mesh End must be an IW radio. You can leave the VOLOs, but you need to replace the FM3200 base with an IW9167E and a sector antenna.

I've only ever deployed with IW9165D and IW9167E as the mesh end, but I think it will work. Some features like Key Rotation will not work, but in a fixed deployment you should be good.
