What kind of traffic flows into l2vpn? fat label is used to load balancing mpls traffic in bundle-ethers between mpls routers, so it will not help.

But i noticed that you use dst-ip hash in bundle-ether. I think you should disable this setting and use default. Also you could exclude l4 info from hash by configuring cef load-balancing fields L3 global

It will work for traffic between A and B, but not for ISP2 traffic directed to A. Using Backup community from ISP2 is only way to achive using ISP2 as backup.

You should move to p2p networks. After that you can tune hello/dead-intervals and enable BFD. Using broadcast segments are very bad in mpls environment.
