No, that will not work due to the internal filter in the SFP. You need tohave a BX-U on one end and a BX-D on the other end of the fiber for this towork.
In CTC, goto the card in question.- Click provisioning, then card down below. you will see it configured for OTNXC. High light the configuration, and click ODU Utilization -- please share the results. You may be running into a limitation.
