since you already have purchased once the licenses-you have them. Once upgraded and registered to the smart account, the device will do Device Led Conversion and they will be generated.

Just for the topic - did the upgrade, no issues at all. Did it safely - first CPLD upgrade, than ROMMON, than IOS-XE in Bundle mode and than transitioned to Install mode.
