how to block outgoing call to specific Numbers in cucm 10.5

7 days try to repair this ip phone and failed doing any thing this Ip phone when connected to network ,show cisco logo ( like the attached photo )after 5 minute and no thing happen when i do reset factory by keys and not seen in cucm and can not conn...

can i connect ip phone 6921 through ethernet and reset this phone   see the attached photo the ip phone show cisco logo when connected the network and can not access it by cucm

I have Ip phone 6921, not working it show Cisco logo and the speaker led green and no ring tone I tried to do factory reset by keys but still not working   still show cisco logo and speaker green ?   see the attached photo
