Yep, fallback to 3.5.2 works perfectly. No config change. I logged a case same time as posting first message; still not resolved. Same result for software client 3.6.1 or 3.5.x as well.

Your right Kim, there is no such thing as an "implied" access-list.The access-group command is how an access list is enabled either inbound or outbound on an interface.
